A declaration of new construction reflects a physical modification to a registered property, such as the construction of a building. The declaration can be for a finished property or a property under construction. In the latter case, the issuance of the corresponding completion certificate will be necessary. The declaration of new construction is always granted by the registered owner.
New construction or expansion of previous works:
Proof of ownership of the landholders.
D.N.I. of the interested parties.
If a company is involved, current powers of attorney or appointment of administrators.
Cadastral reference (last IBI receipt).

Technical project, indicating the estimated cost of execution.
Once granted, a certificate from the architect who authored the project must be provided, attesting that the description in the deed matches the project for which the building permit was obtained.
Existing works, where there is no technical project:
Proof of ownership of the landholders.
D.N.I. of the interested parties.
If a company is involved, current powers of attorney or appointment of administrators.
Cadastral reference (last IBI receipt).
Description of the building's characteristics.
Municipal certification of the building's existence and its description, attesting that the new construction is not subject to any municipal disciplinary proceedings for urban planning violations.
Value assigned to the declared new construction.
